Is there a Jutsu limit per creating a character? A starting Jutsu amount?

There isn't really a starting limit for Jutsu. There is, however, an XP limit. When you start out at ANBU level, or Jounin level, you begin with 200 XP. That XP is used to purchase starting Jutsu.
