Naruto Rebirth of a New Age does not own Naruto, nor the rights to it. Naruto(c) is owned by Masashi Kishimoto and all ideas are the property of their respective owners.
So I was told, starting out as a kage gives you 6 upgrades but as I look through the rules for that in the specialties rules, I notice it says 8. Now I'd just like to know which is true so I can either edit that and use up my remaining upgrades or leave it be.
