The ninja draws natural lightning directly from thunder clouds to supplement the power of his strike and controls it with chakra. Unlike most techniques, which are based on the user's chakra, this one uses the natural lightning, which reaches the ground in 1/1000th of a second. However, the preparation time required also decreases the technique's efficiency. If there are no active thunder clouds, the user must create them by using powerful fire techniques to produce the necessary storm conditions.
Once a lightning source has been acquired, shaping and guiding the lightning to the target requires very little chakra. In addition, usage seems to disperse the thunder clouds as the sky cleared up of clouds after use. - NarutopediaIf there aren't any clouds the user must generate them through use of Fire techniques. It takes about three posts to generate clouds once the requirements are satisfied. After that the user must use a Lightning technique to access the natural lightning and control it with Chakra. That takes about two posts to do. In total there are five posts a user must go through before using Kirin. But this is ONLY the case if there aren't any clouds. If there are are clouds then the user must only go through the second step, using a Lightning technique to guide the lightning. Once Kirin is used the user may direct the attack towards any target. The technique is nearly impossible to avoid and difficult to detect using sensory because it's natural energy. It also carries enough power to obliterate a mountain.
