This device made in secret in the research lab of Iwa allows the user to travel through the air, and was made primarily for travel. After seeing and studying the mechanic's of the flight technique, the lab boys decided to make a device that allows their people to travel from village to village in the fastest way possible. This is due to the chief mechanics inside the board, which utilize a complex seal that channels chakra through the board itself, and then changes the chakra into energy and propulsion energy to not only keep the board in the air but move it through the air. The device itself can move at Taijutsu Expert speed, but again can only be used for traveling or getting around the village
